Slack tide/ beach diving?

Ok so I want to do a beach dive (the blue heron bridge some of you may know of it) but so it says to enter the water at slack tide. What is slack tide? I see some people online saying enter 20-40 mins before high tide some say enter 40-60 mins before high tide is that slack tide? And also if anyone is familiar with the bridge can you give me some tips. Thanks
