Neither. "Tides of war" is a common cliche for which way a war is headed. Considering we achieved the main objective of getting Osama bin Laden and the secondary objective of completely crushing Al Qaeda and the Taliban are virtually impossible, it is good that "the tides of war are receding," i.e. withdrawing troops from the Afghanistan conflict.
